These are brand new / unused Dell JC867 CPU heatsinks. They all have the pre-applied heat paste sticker on them and have the copper tubing for better cooling efficiency versus some with only aluminum. The heatsinks are compatible with quad core xeon processors.  These heatsinks are being sold because they are simply not needed.
